UTORO

Utoro district, 51 Isedacho Uji City, is located 25 min away from Kyoto Station,
where 65 families 203 people are illegaly living this area.
There was a military air port during WW2, and many Koreans are working for
constructers working for building the airport.
2000 people were working for the airport and 1300 were Koreans,
and Utoro was the living place for those Korean workers.
Utoro residents seeking access to land because they were kidnapped by Japan Military
between Sep. 1944 to Mar. 1945 for Nissan Body Co. ltd which was the contractor of
the airport, and they supposed to support Utoro residents to live the place.
However most of those Koreans who said they were kidnapped was not true.
They moved to Japan for money. Therefore, Utoro is formed by Koreans who were
living in Japan before WW2.
Many of the first generation of residents still cannot read or writhe Japanese.
Utoro was the only place in Uji City didn't have running water until 1987.
Someday there was an outbreak of dysentery in the district because they drunk from wells
but the wells were in poor taste. But they still couldn't get water running in the district
because Nissan Body Co. , the land owner, didn't accept to do the construction.
Sewage system is still not operating, and living drainage flew directly to the river and channel.
Some of the houses does not have windows.
Utoro locates in low land and because of that, flood damage happens pretty often.
Flies, Mosquites, maggots become lousy after the water is gone.
Utoro needs improvement but never happens until today.
